Emissions system fixes

I have recently bought a 1979 e21 320i with the m10 engine the guy i bought it from has removed all the emissions equipment and i need to know there is a hose that leads into the bottom of the intake he had pluged it off and i need to find out if it should hook up somewhere or if thats safe or even if you can hook me up with someone who has done the same thing and can walk me through fixing it all it gets hard to start and then it will back fire up at the intake and aint sure what he did
