Good Morning

I would really appreciate some guidance/advise from the car experts...I have very limited auto mech knowledge to solve what appears to be an easy problem?

99 VW Golf (european spec)I dont have a owners manual--not sure if ones available on-line??

PROBLEM:  I Tried to turn wipers on before window became unfrozen and wipers would not move(front only--back work fine still).  I checked what I could understand of fuze box panel--numerous ones appear to work with some form of the wiper operation but did not find a broken fuse?(panel inside car, driver side next to door enclosure).  

Any advice/help would be very much appreciated.  Looks like rain this afternoon.

pick up a Bentley Manual... everything you need to know will be in that book
